Beijing to Establish NEV Accident Reporting System

At the 9th International Congress of Intelligent and Connected Vehicles Technology (CICV2022) held on August 1, Li Changqing, the second-level inspector of the Quality Development Bureau of China’s State Administration for Market Regulation (SAMR), said that the authority is establishing a new energy vehicle accident reporting system and has set up an accident investigation cooperation network.

In addition, the government released regulatory policy guidance documents for vehicles’ remote upgrading and OTA. The authority will mainly focus on four aspects, promoting the vigorous development of the intelligent and connected vehicles automobile industry, and actively exploring the supervision of vehicles’ safety sandboxes.

First of all, the regulatory authorities will correct and improve laws and regulations regarding the recall supervision mechanism, expand the scope of recalled products from automobile products to motor vehicle products, gradually introduce new measures such as safety self-evaluation and major accident reporting. It will also put forward a new intelligent supervision scheme in combination with the digital characteristics of intelligent and connected vehicles.

Secondly, it will actively explore the supervision of vehicles companies’ sandbox. “Sandbox supervision” refers to delineating a scope first, taking inclusive and prudent supervision measures for enterprises in the “box,” while the supervision department will oversee the whole process of operations to ensure the safety of testing and make final evaluations.

Thirdly, the authorities aim to improve quality infrastructure and technological innovation. The body plans to establish a closed-loop mechanism of product recall and standardization of product safety requirements, jointly promote the development of intelligent and connected vehicles recall and safety standards with relevant standards committees, gradually establish a standard system based on big data of safety accidents and recalls, and strengthen the construction of quality infrastructure with industry authorities such as automobile safety big data platform and autonomous driving safety evaluation base, so as to provide technological support for the post-market supervision of intelligent and connected vehicles.

Finally, it will focus on forming a joint-building safe development pattern. The government aims to constantly innovate and optimize the supervision mode adapted to the development of intelligent and connected vehicles, and enterprises should strictly implement their responsibility, strengthen safety awareness, and actively fulfill their safety obligations on the basis of technological innovation. Scientific research institutions should give full play to the role of think tanks, and concentrate superior research resources to conduct systematic and in-depth research on autonomous driving and IoV (Internet of Vehicles) safety. Consumers need to improve their awareness and prevention ability of the new safety risks, and media institutions should actively promote the safe, healthy and vigorous development of China’s intelligent and connected vehicles industry.
